Clearing the snow from the car

Hello MT municipality! Since Friday it snows at un in Essen. And of course (every year again) the same picture on the road. People don’t drive faster than 30 km/h and do not clear the snow from the roof, bonnet, side windows, hotplate, outside mirrors, license plates as well as from the outdoor lighting. And that’s what’s bothering me! Are there legal requirements, because of snow to clear away from the car before the ride? Before someone asks, jap, I (24 J) always remove the snow before the ride, I can’t have it if I don’t have a clear view through all the windows. I’m also aware that in the event of an accident, it can refuse to pay the damage to the opponent’s vehicle if the car was carrying the snow. Reason: when the snow is slowed down, it can loosen from the roof and cover the view (e.g. to evade it)… Is this already the Do you want to point out to every housewife/man that snow on the roof is very dangerous and reckless?
