Volvo doesn’t get really warm

Hello again… great that this works so well with the forum. Now I noticed something else with my Volvo. Again the data: 850 2,5 10V, year 3/94 and 196tkm I drove 140km highway at -3C outdoor temeperature. I noticed that the temperature indicator is almost not moving at all…In the interior it gets warm, but normally the display should go further higher when driving on the highway and the interior should heat up properly. the city, the needle moves and the car gets warmer, although the display only goes just above the first line, but when driving on the highway it even falls under the first line. Is this normal? An acquaintance of mine drives the 940, which has the same problem. Is it the thermostat? He does not lose water, are also no bubbles in the balance tank.
