Road Traffic Office awards red dealer registration mark only after 3 x short-term registration marks?!

Hello, I am a new car dealer. Now, of course, I need a red dealer license plate for my trade. So far I have clarified everything, the business is of course registered, with my insurance representative everything is discussed because of the insurance. I get the EVB for the red license plate also in the next few days. (Leader’s certificate and traffic central registration extract are also available). Now I was at road traffic office and there they told me that I don’t get a red license I have to prove that I need the red plates at all. And I do that by applying for at least 3 times a short time mark I then explained how this should work if I have a customer there and he wants to do a test drive. “Then I say: Please, I just have to drive to the county town (Hinweg 25 min, waiting for the short time mark 30 min, return trip 25 min) and then you can do a test drive That can’t be, Is there no legal regulation?
