It seems that there are enough people who do exactly that (picture). [Many years ago, about 1995, my parents were stolen the back plate in Hungary vacation. That was an act without end, to let the vehicle drive back into the FRG – there was a scratch from the office from Hungary (police). The parents had, after the authorities had arranged the trip home without any problems, gone through. .
