The following has happened to me: When I switched from winter to summer bikes properly, I did not get any significant resistance when I tightened with the torque wrench of the summer rims. At a “feeling” torque of about 80 NM, the standing bolts stretched and tore down. To put it clearly: the safety risk existed already during driving and not only during tyre change.
