Federal Government must agree according to TÜV-individual reports??!?

Hello guys, I have a case here with a middle-aged Jeep Wrangler. The owner bought Good Year tyres that look like the old tyres. Unfortunately, the Good Year did not exist in the size as in the FzG bill. So let the TÜV and an expert report for 57 EUR. The car is registered in Hessen. There the TÜV and the registration office tells him that he still has to go to the federal government. The government has to agree. That costs 39.50 EUR. Only then can he mature. I’ve never heard of this with the approval of the federal government? Do you know such a thing? Is that a speciality of Hesse? Or because the wrangler is a jeep? Or is that normal? Gruss W.
