EU law FS class B for two-wheelers over 50 ccm

Hello together, fitting to the start of the two-wheeled season here my question. My wife, who made her FS class B in 1981, is not allowed to drive a two-wheeler over 50 ccm and does not want to make a complete FS class A. Again and again there is talk of an adaptation of the German driving licence rule regarding the use of 125 ccm scooters, with the FS class B. In the EU there are countries in which the class B includes the use of 125 ccm two-wheelers (Italy), in Austria the absolute is sufficient to my knowledge. Now I have heard again from 2013 this would also be possible in Germany. Can anyone give me concrete information about a change of this rule, which does not move within the framework of speculation??
