Is it reasonable to apply for a licence?

He is neither senior nor disabled, but frustrated because his parents did not let him drive and he did not get a car himself. He is frustrated (he lives in the country), because he doesn’t come out of your home town and is only at home or at work, and since he would apparently get a free bus ticket, he would prefer it. He complained to me about his suffering and said that he would at least come by bus. What do you think about it? Of course, his parents advise him not to drive, but still don’t let him drive.
