Cyclists vs. cars

Cyclists vs. cars contributed to the following: A car driver with his car wanted to turn from a road not allowed to drive ahead into an authorised road to the right. Condition of the driveway: The road is approx. 14 meters wide and separated by a green strip in the middle. On both sides there is a cycle path for each direction. Now the car driver wanted to turn right into the driveway. Look left and when he noticed that the road was free to walk. ar he drove off. Unfortunately, however, a cyclist came from the right, drove against the direction of the ride on the wrong side, but on the bike path. Car and bike touched easily. Scratches on the right fender and on the bike a few paint scrapers on the frame. What do you think is the legal situation, regulatory and private law?
