60000km Interval for air/fuel filters too long?

Hello, I had bought my Spanish reimport Volvo S40 2.0D with 16500km and a Volvo inspection… On closer inspection of the air filter housing I thought that these screws are still virgin and have certainly never been opened. A few days ago I became a friendly friend in Lörrach and had a look. He pulled a rather bad looking air filter insert out of the box, which I of course had to replace immediately for a new one (20.65€). I was only angry once because I had bought the car with a freshly made inspection. The master thought that this was normal because the air filter would have a change interval of 60tkm. Well, mine definitely should not! Look at those during an inspection not at least once, what makes the part for an impression? Inspection means after all look? The car runs with the new air filter noticeably better. Now I ask myself whether not again should have changed the air filter again and let the fuel filter also be renewed? First, who knows what is done in Spain. And secondly, I don’t find 60km as a changeover too long.
