Speed goes up in idle

A buddy has the problem with his lupo that the speed goes up when he lets the car roll out with the clutch pedal pressed. The speed rises to about 1800 rpm. Engine identification is ALL, 1.0L. Year of construction 1999. He got the problem after he cleaned the throttle flap (actually one expects it to run better after cleaning, but well…). Previously the problem was not. Workshop has tried with basic setting. Didn’t help. l looking at the throttle valve. It does not close completely. It remains a very small gap. With the hand you can press on the throttle valve and then close it completely. When closing you can feel a small resistance, which does not come through the flap itself, but from the poti? Can the poti have been damaged when cleaning the throttle valve? Can you change the idle position of the throttle valve (that it continues to go)? Where does “usually” the wrong air come from if you look at the throttle valve. Is there something you could test to find out what it can hang on? Thank you.
