Range indicator vs. WLTP value – XC 90 Recharge T8

By means of the search I have found only little to my question and hope that the experts in the forum can give me a short information. I drive an XC90 Recharge T8 since September. From the beginning the range indicator for the hybrid operation with fully charged battery never shows more than 35km and for “Pure” never more than 40km. Now I noticed with inspection of the documents that Volvo for the vehicle shows a purely electric range according to WLTP of 48km or a purely electric range “city” of 52km. I am aware that the range indicator can only represent a rough forecast. But at an external temperature of 15-20C not at least one value should be ejected, which is close to the 48km determined according to WLTP? The actual electric range is by the way in pure operation at all at 35km (at temperatures >15C, understandably clearly below). Did I catch a vehicle with a low battery or is the discrepancy between WLTP value and range indicator so common?
