Heating won’t work

Hello together, have a VOLVO V 40, year 2001, with air conditioning automatic. Unfortunately, the interior heating no longer works, although the temperature knob is on the red stop. It only blows cold air. I had the problem twice, both times it has repaired itself. Now it seems to be permanent. The cooling water temperature is quite normal (display needle is horizontal). Has someone already had similar experiences and knows where to go to fix the problem? Another Macke is that the blower rotation number constantly changes, although I don’t change anything at the settings (winder level, air distribution, temperature). This is also independent of whether a certain blower level is set or the turner button is on “automatics”. This Macke had my Volvo from the beginning (used to buy it in 2013).
