handwritten authorisation card

Once I had seen a parking space instructor at a supermarket reopening, who obviously had the task of assigning cars willing to park to parking spaces. There was also a signposted disabled parking space, which nobody used that evening – but then when a stone-old, white 123er coupé (was around 2000) approached, he wrote a handbill and handed it to the driver, who did not exactly look disabled, with the hand movement, that she could park there quietly. When I looked at the car that was parked there out of curiosity, it was written on the note: “This car with the license plate … can be parked here …. e.g. XXX, YYY Security…” – I was missing the words. Was/is that something at all right?
