Panda 169 Inspection

Hello together, I have a Panda 169, 1,1l; EZ 02/2004 with almost 90T km. (without ABS, without climate, only the “standard” variant) By the beginning of 2008 all inspections were carried out according to plan (from the previous owner), then I bought the car and since then – except oil change – only had the things repaired, which have broken (steams and brakes). Now I have to go to Tüv in February 2011 and wanted to make an inspection before. I got an offer from a factory. Att chain, they want about 660€ from me for it. I can’t afford that, not even at first. Among other things, the timing belt should be made incl. water pump. As far as I have read through the forum, however, my flicker is a so-called free runner, so does not have an engine total damage if it breaks. Is that right? Besides, they want to sell me windshield wipers for just under 40€ – I get them somewhere else for less, right? And they want to make an oil change for 85€ before close 1.5 years ago I had the last one done for 35€ in a different shop chain. Did the prices attract sooo overall???? My question would be now, what should I do? I read that you should have the valve covers (?) adjusted from time to time?! What else should I have to do, what is really important? I’m just concerned that my car 1) comes through the TÜV, 2) is reasonably “good in shot”, so don’t nibble off soon and 3) it’s not all about v I don’t want to be replaced unnecessarily. If something breaks, I can still have it repaired. I only drive about 5000km a year, and this is mostly short distance. I am happy about suggestions, greetings, snippets.
