Frozen windshield in V70

With my Volvo, the windshield always strikes from the inside in winter, the air conditioning has been maintained about three months ago and the climate/cooler compressor has been changed. Today, I changed the interior filter again, but it was dry. I noticed that the narrow bar below the windshield on the driver’s side is “loose”. Does the question now arise, is the bar just stuck or should it be stuck firmly with the windshield? e just plugged, could theoretically and perhaps also practically penetrate water and humidity into the ventilation system. Thanks for a tip.
