Do you have to raise aluminum wheels?

Hello community, am new among the car owners and come with a maybe very stupid question, which the Internet but also research could not answer yet. I have an Opel Corsa, on which are currently summer tires with steel rims on it. I now want to make the winter tires on it, which lie in the basement, and next to it there are 4 aluminium rims. Now I thought a tire change costs so about 30 Euro, but they want now 94 Euro, which has probably to do with that, that one the Aluminium wheels have to pull on the winter wheels, right? So the second question: Can I just leave out the aluminium wheels and use the steel wheels that are currently mounted? Would that be cost-efficient? Does not want to spend 200 euros per year for tyre change. And why didn’t the previous owner of the wheels just leave the aluminium wheels on the winter wheels, then they would not always have to be refitted.?
