Trailer transfer from Germany to Austria

My father is thinking of buying a slightly larger car trailer due to price difference in DE. Trailers should be in the range of approx. 2000kg maximum permissible total weight. As a train vehicle there are an Audi A4 Quattro with 1700kg maximum trailer weight or a Kia Sportage with 1800kg if I have it right in mind. As a driver my brother (or I) would act, he has EzB, thus no problem – in Austria: Here there is a change for EzB since 2007: The pulling of trailers, which as the only braking system to have a braking system, is only allowed if the instantaneous maximum mass of the trailer • neither the maximum permissible maximum mass of the towing vehicle (for all-wheeled vehicles the 1.5 times the maximum mass is decisive) • nor exceeds the value specified in the approval! In the past, it was always the maximum permissible total weight. Unfortunately, I find nothing precise about the regulations in Germany, which is now permissible and what is not. And what we absolutely want to avoid is to get probs in Germany because of driving with not suitable train. What I have already found out: We have to get the transfer registration marks in DE, because the Austrians in DE are not valid. And thus we need a third number plate of the train vehicle again, because with different registration state number plate vo My other idea would be: look what the trailer has its own weight, we already have a trailer with a maximum load of 600kg/ maximum permissible total weight of 800kg, which could possibly be enough for this trailer. And then simply strap up the other trailer on it and so “transmit” it.
