Does there exist a vehicle history that can be viewed by any Volvo dealer??

Hello, my neighbor wants to buy a used XC 90. The car is located in Karlsruhe at a large Volvo dealer. My neighbor said that he probably has 8 branches in the city. I gave him the tip to get the chassis number of the vehicle given, in order to have the vehicle checked here in Chemnitz by the local Volvo dealer. The dealer in Karlsruhe gave him the number without hesitation. My neighbor called the local friend and asked if he could get into the data of the Fah rzeugs could look inside. Unfortunately, it was wrong. According to the dealer, that would not be possible. There is no central database. Then my neighbor had called the dealer in KA. He gave the same information. He could only access the database of the dealership, and said that the vehicle has never been to their workshop. I know from VW and Mercedes that there is a database with which every dealer can access to see what is with the car. Should Volvo be able to look inside. in this view be an exception? Maybe one of you has a good tip? Should I really be surprised if Volvo didn’t have such a thing. After all, you have to be able to check what has already been done on the car (software updates etc.) Would be nice if someone could give an answer to the quick one.
