The EU Commission is planning to launch a new version of the EU driving licence regulation at the end of 2022. e regulation also provides, for example, that EU countries may allow for the exceptions we know of for their territory, in order to also lead two-wheelers of class A1 with the driving licence of class B. This initiative is not primarily concerned with this issue, but that bureaucrats could be animated to do so. The roadmap for this legislative initiative is currently in the public participation phase. Companies, organisations, associations and all EU citizens can send their suggestions for consideration to the EU Commission by 21 May 2021. I would ask you to make good use of it! You can submit the comments in any official language of the EU. I myself already have a very extensive one. It is only important that you do not refer directly and very specifically to the B196 regulation in Germany (with which the EU Commission has nothing to do with it), but rather to the driving of A1 two-wheelers with class B as such and the currently missing legal bases for mutual recognition in EU law, which would result in considerable disadvantages. e.g. something beneficial in the direction of positive environmental aspects (e.g. lower consumption, less traffic density in cities, promotion of electric mobility of A1 two-wheelers, etc.) as well as the current disadvantages in freedom of movement and freedom of movement, small border traffic and cross-border commuting, which have arisen from the lack of mutual recognition of these derogations at the moment. This is because its exception, e.g. German, Austrian, French, Belgian, is not recognised in the other EU country (despite its “course” in the country of origin), and therefore it is unnecessarily discriminated against or, depending on the EU country, would be forced to exchange its driving licence.
