CB 250 N/T starts badly

Hello motorcycle community! I recently bought an 81 CB 250N/T (13kW) as a “super bargain” in the bay. The seller told me that there might be some problems after a long service life. It is possible to avoid this by turning the petrol tap about 350 m in front of the home and letting the carburetors run dry. (What is this supposed to do?) Although I have followed this advice, the mopped jumps extremely bad (15 attempts are often nothing, artificial) even if only two days lie between the rides, it is always as described above. If I don’t let the carburetors run empty, it doesn’t go any worse or better in principle. Who knows how to do it???:-( I’m perplexed myself. Thank you very much for your help!!
