How does the waiting time behave in total at the week’s working time?

Hello dear friends, have a question about the working week. This is now limited to a maximum of 56 hours by law. My dispatcher recently thinks that the waiting time, e.g. in works, can be billed from the shift time, and at the end of the week can be practically “opened up”. Small calculation example of the so-called dispatcher: Thursday 18:00 o’clock: 50 hours on the map. That means 6 hours of working week left. 6 hours + 9 hours (waiting time in total in the works defend It’s from Monday to Thursday) = 15 hours of working a week. In my opinion, this is total nonsense, I’ve never heard of this regulation before, but I’d be interested in your MEing. It’s best with sources, where this regulation is definitely excluded.
