19 (!) Adhesive weights on one rim side, tyres with extreme imbalance?

Hello, I had a few days ago at ATU new tires put on 17″Alus. Only now I noticed the enormous adhesive weights on a rim, whole 19 pieces! These adhesive weights are from the roll, all the same size and without gram data. The 19 weights are also glued in 2 rows side by side and about 15~20cm long. From the size it should be 5g per piece. On all other rims are only 2~5 adhesive weights and with the old tires it was also no longer Weights. Can that be, 19x at least 5g would be yes 95g? Can ONE tire sooo have an imbalance that has to be balanced with so much weight? mfg chris
