Claim: STi with 550 hp for 3000 euros?

A few days ago I met a cute little guy in a chat who claims that his everyday STi had 550 hp on the test stand with about 3000 euros effort and would drive 0-400m in 10.2 seconds. I know that the STi is well-responsive to tuning, but this claim is probably more of a driver’s name. In detail, his modifications are according to his claim a not named control box and a larger turbo (2 bar charging pressure) as well as injectors and a fuel pump . My questions: How much (sometimes stable) hp can be expected from the STi with about 3000 euros in modifications? How much would you have to invest realistically to get 550 horsepower out of the engine that is suitable for everyday use? Are these modifications feasible for 3000 euros and how much power can you expect with it? Does the engine have 2 bar charging pressure in the long run and how much horsepower can be expected with 2 bar charging pressure? Another question: He claims that with 550hp is the best start tech ik, just let go of the clutch at maximum rotational. With four wheel and 300hp I can imagine that half way, but with over 500hp I have the suspicion that one also produces more smoke with a Subaru with road tires than drive. Therefore my question: how can one optimally approach with such a Geraet?
