Insurance refuses to pay after estimate

Hello, four weeks ago my girlfriend’s car was broken up. Nothing was stolen, but a not insignificant damage was done. So let’s go to the workshop, make an estimate for the repair, and the insurance submitted, as partial cascade damage. The insurance requested whether the car was to be visited, no problem from our side. But now the car is already four weeks (!) not lockable on the road. So pressure made at the insurance and the We wanted to have the door lock and the door handle repaired, but we did not have the painting work carried out. So there is a certain reduction in the value of the paint damage. Now the insurance company reports that it cannot be billed after the cost estimate. We are supposed to have the damage repaired and to file the invoice. I have received the answer that the cost estimate should be submitted. Never heard before that an insurance company can refuse to be billed after an estimate, of course after deduction of the fairy tale tax and what else do I know.
