Too much fuel – gas station fraud?

I regularly keep my travel book in the Excel with tanks and consumption and also reset my day-kilometre counter with every refuelling. At a gas station in G I first found a 5 l too luxuriant refuelling at about 50 l in April. Recently the same fact. Now I drove my tank empty until the first light up of the control lamp and about 10 km further. And now the great result: tank volume according to manufacturer: 55 liters Estimated remaining tank content: approx. 3 – 4 liters Su per fuelled: 57 liters!!!!!!! This means that 60 to 61 liters should fit into the tank. The tank volume was questioned by the importer, tollerances are not known. In other critical situations (control pollution has been burning for a long time – still more than 30 km) I have never filled more than 53 l. Has someone ever done something like this? How can I get on without expensive expert reports?
