How fast with insurance badges????

So … now I’m getting tired of these would-be racers on 2 wheels. Now I’m arguing with my partner about how fast a small motorcycle with approx. 50cc and INSURANCE MARKS can drive. Moment, I’m talking about the many ROLLERS, which are partly more than 70km/h fast on the road INNERORTS! Anyway, here in the city again and again I encounter these scooters, which stick to the bumper with a little distance of the car driving in front of them and sometimes with clearly About 50km/h! What upsets me is that these people are not only in danger with it themselves, but are a danger for their fellows, because these scooters are simply not designed for higher speeds. The least of them adhere to the traffic rules … is now incidental. Yes, and then there are the scooters, which can only drive 25 km/h and are not travelling faster. Now in the insurance forum I always have something of max. 45km/h HÖC HST speed read. Quite apart from the fact that at higher speeds the insurance cover is fluted. Again my question: How fast can the scooters with insurance markings drive maximum? Thanks for the information!
