Problem of drum brake on semitrailers (BPW axles)

Hi Jung ́s, we have a problem in the shop with our semi-trailer, the day before yesterday our driver drove from the motorway to a federal road. After about 5km he noticed that it was heavily squirting on the rearmost axle on the left side (Bremse was fixed). Through the emergency service then the hub was disassembled on site and he could drive without brake pads in the drum into our house DB branch where he was also 1month before to the tuv or 1week before to the KD. In the error analysis then was found that one of the brembacks is completely worn out, but the second one is the same from the wear and tear as that of the other axles. How can this be that the coverings use so much different? Should this not be noticed in the Tüv? Can a brake lining in such a short time without smoke development be so heavily worn??
