Orally waived damages, then demanded sustainably

Hello dear forists, I would like a piece of advice. My friend had a minimal car crash while parked. A black small car was touched while parked and a small paint damage occurred on the left fender. An approximately 5x5cm stain in the color of the driving car. The vehicle owner was immediately identified and the damage presented. The holder of the damaged vehicle performed the statement in front of a witness that he would “remove” the “self” (as quoted). That’s why the insurance company was not notified. On the evening of the same day he reported that his own attempt had failed and now the damage had to be replaced either by the insurance company or in cash. The whole fender had to be repainted. My question now is whether he might try to make some profit from the matter and whether he has any claims at all, because he may have deteriorated the condition by own crafting companies. and that now wants to pass on to my girlfriend.
