Poor braking performance

Hello, I have a problem with my brakes. It is a Seat Cordoba Vario 6K2 Bj 1999. The process is already “several” years ago. About 4 years ago I exchanged the ABS control unit for the first time because water has penetrated into it for one from ebay. Built-in, driven to the dealer, coded (because beeped) everything ok. Almost a year later the same problem occurred again. So again some money invested and the control unit changed. This time however without Codi because I had to open a brake circuit I drove dirket to the dealer to vent the brake.. But from then on I have the following problem: When I drive about 100 km/h and I step on the brake at one stroke you notice how the ABS starts to work and regulates. But when I drive about 100 km/h and I brake first slowly and then I can step through the pedal to the ground and the tires do not want to touch It’s just too little braking power there. Even if I drive with several people in the vehicle.. I can step through the pedal to the ground. However, what you notice, the drum brakes tend to block rather than the front wheels. Today (about 2 years later) I was back in the workshop to see afterwards. I was changed again the brake fluid. The problem persists, but the brake is now a little better. After the Pr I went there and said that the problem still exists. They said whether the control unit was from a similar vehicle. I had to deny this. I drive a Seat Cordoba Vario. The control unit is from an Arosa. Then he said that there might be a problem with the EBV (electronic brake force distribution) and you have to encode it. For a 12 year old car they did not have any left… Can you help me further? Thanks already
