Loading/unloading on disabled parking?

Today the following experiences: A car is standing on a disabled parking lot, a politician writes a ticket and puts it under the wiper. At this moment the owner of the car appears with a large piece of furniture, from one of the offices directly in front of it. He points out the politicesse that he only kept for a short time to load, said not parked. I don’t know how the whole thing went, but the ticket apparently remained at the wiper. What does the legal situation look like? On the one hand, loading falls under “stop”, which is allowed on B-parking. On the other hand, he would not be able to vacate the vehicle immediately if a disabled person would come, because he was not in the vehicle. I have not found anything binding yet.
