Which is the gentlest way to throttle an open scooter?

Dear Community, I address myself to you with the following concern: For some time now I have observed that my completely unfrozen, but depleted Piaggio Sfera 50 produces ever higher speeds, which should definitely be outside tolerances. When I acquired the scooter, I had it completely inspected by an experienced mechanic and he only realized that the variomatic ring has been removed (as the previous owner has already explained to me). At this point the scooter ran according to GPS 59 km/h. Since I never ride faster with the scooter than the allowed 50 km/h anyway and it is not particularly noticeable due to the “old-fashioned” design, I took this slightly higher speed provisionally. However, when I tried the top speed on a free country road a few days ago to check whether the scooter does not lose power, my GPS showed me exactly 70 km/h. It is a rake for me. In any case, I wanted to ask you which method would be most effective in reducing the scooter back to a maximum of 55 km/h (including tolerance) without significantly reducing the life of the engine. To install a distance ring is probably the easiest option. However, I have often read that a scooter throttled over the variomatics much more often than not. u achieves high speeds and the engine and the gearbox wear out strongly.
