Objection Penalty: withdraw to risk no costs?

Hello, I was stopped today: I was supposed to have driven over the traffic lights in red. The policeman thinks that a colleague had positioned himself at the traffic lights and told him about my violation by radio. But it was definitely not red. I then drove back and saw that the policeman stood 25 meters in front of the traffic lights and in front of him stood a large bushes and a tree in the field of view. However, the coronation was that he was distracted all the time by a passer-by, who stood up as an auxiliary scissor. In short: Fortunately, only €90 and 3 points (not yet a point for 20 years, although I drive 30,000 km per year). Nevertheless, I find all this unfair. Therefore, the following question: If I file an objection and keep the administration on the fine, can I withdraw the objection before it is forwarded to the court? Because I don’t want to risk more than the €90.
