Policyholder is not owner and owner and dies – how to change contract?

Hello, have a somewhat complex case where I don’t know for sure how to proceed: Holder and owner of a car is not a policyholder – this is the grandma (because of the SF class made so). Now the grandma dies; this is also communicated to the insurance company. The insurance does not want to do the rewriting of the insurance to the grandson (because not 1st degree) and therefore the insurance without taking over the SF (price). However, the insurance does not cancel until now, but insists on rewriting – but it can hardly force the holder to sign it (it does not do so anyway). How do you resolve this stalemate situation? Soon the holder wants to move and therefore needs a new cover card. Goes the following: Register a car, make new insurance on holders Register a new car and then enter the old contract with the owner. What could the old insurance company do against him?
