With extreme cold 91 octan better than 98?

I drive an old suction gasoline and drive this year into the mountains in Switzerland. It sometimes starts badly at cold temperatures. Battery and spark plugs are ok. Therefore my question: Better Super or Super+ refueling? Or no matter!? The lower the octane count the easier the flammability or? So 95 octan or even 91 octan (I think it still exists in Switzerland) would be probably better?
